A plan sitting in a binder is not preparedness. It is documentation. The difference shows up the evening something actually happens and somebody has to decide without reading up first.
I spoke to emergency planners in six municipalities of varying size. All had the paperwork in order. Four could not say who calls whom if the mobile network is down for twelve hours.
The exercise is what finds the gaps
The one council that had rehearsed found three faults nobody had predicted: the care home generator had no fuel contract, the satellite phone subscription had lapsed, and the next-of-kin list existed only digitally.
None of the three would have shown up in a read-through. All three would have mattered in a real event.
