It is not membership that is failing. It is people turning up three evenings a week, year after year, with nothing but a rota to thank them.
Two of the clubs I spoke to have full turnout among players. What they lack is adults who can be there at five on a Tuesday.
The fix the clubs themselves point to is not more courses. It is splitting the coaching role across three people instead of one, so nobody carries a whole season alone.
